In every month save one there are holidays and all the holidays have proscription of celebration and remembrance, but on Tuba Av there is no proscribed celebration; in the time of the Temple 2000 years is recorded in the Talmud-Book of Law how the women would exchange clothing then would go out into the street to entice the boys to marriage.
This day had been known since Moshe was commanded to wander in the wilderness for forty years until the generation of men passed away. Every year on the evening of Tuba Av the men would dig graves and lie down in the the grave to sleep–those who awoke had another year of life. Many good things happened on this day. This day is so high that no specific way of celebration fits.
In the first book of the Cabala, Sefer Yitzira/Book of Form written by Avraham almost 4000 years ago, is described existence without substance called Bli Ma/Without What, essence of existence. One of the aspects of essence is– never seen, unable to be defined.
