What makes a person Jewish is their soul; the difference between the Jewish soul and other human souls is the Jewish soul is Benia Bekorim/First Born as mentioned many times in the Torah. The first born is chosen by God–every family has one.
To be first obligates further responsibilities; it is why the Jewish People are obligated to 613 Commandments while the rest of the world is cool with God if they do the Seven Commandments of Noah. This original human soul passed through 26 generations from Adom, the first human, until Moshe took the Jewish People from the womb of Egypt and became a people.
The soul given to the Jewish People was in the form a blessing transmitted through the Three Fathers: Avraham, Yitzchok and Yaakov later called Yisroel/Israel. The four wives of Yisroel bore twelve sons who are progenitors of the Twelve Tribes of Israel. Today only the tribe of Levi is recognized and the rest of the Jewish People are simple called Yiroel/Israel.
Who has a Jewish soul is determined by the mother; if the mother is Jewish then the child is Jewish–born with the obligation of 613 Commandments.
