One of the problems to our system of government is the arbitrary setting of dates like grown up at 18, able to drink at 21 or be president at 45. Each number has a logical significance, but life is so rarely logical.
The Zohar-Book of Secret says a person is liable for their actions from the age of 13 in this world but are not judged in the spirit world until the age of 20. It would be wise for our country to adopt such a standard.
The laws of the Torah predicate adulthood according to puberty which occurs around the age of thirteen which makes sense since freedom of choice happens when one is being pulled in different directions at the same time. If people were considered liable from the age of 13 then they would more easily fit into the social scheme.
Our technological, mechanized society enacts laws of expediency instead of looking out for the best interests of the people. The Laws of the Torah are meant to respect the person, the earth and the Creator. All the ways of Torah are peace.
